CSS scrollbars for TEXTAREA - style rule inheritance

This web page has a pink (#FFC0FF) colored scrollbar.

Below is a textarea element that has no style rules attached to it.
It still carries a custom pink colored scrollbar because it inherits the color value of the scrollbar-base-color specified in the html CSS selector.

This TEXTAREA HTML element inherits the same color as the web page main scrollbar.
