(PSP Version 5 and above)
This is a continuation of the previous tip in which we had made a basic image.
Here we see how to create a good looking wooden frame, something like

Activate bgcolor layer and fill it with a light brown color (R = 204, G = 102, B = 0 OR #CC6600). Click on image - Noise - Add. Set % Noise at 30 and select the Uniform radio button. CLick 'OK'.
Click Image - Blur - Motion Blur. Set Direction at 90 and Intensity at 10. Click 'OK'
Activate image layer and with the Magic Wand tool (Tolerance: 0, Feather: 0), click outside the photograph, on the brown colored region. This will select an area around the photo where we desire the frame.
Invert the selection (Selections - Invert) and click on Image - Effects - Buttonize. Use the following values:
Height: 4
Width: 4
Opacity: 100
Select the Transparent Edge radio button.
Activate the bgcolor layer. Click Selections - Invert. Apply the Buttonize filter once again with the same settings (as above). Deselect the image (CONTROL - D).
The final result would be similar to:

Other frames
You can apply various kinds of frames using the technique explained above by coloring the bgcolor with different fill patterns and styles. Here is another example:
