I've described how to create glows in previous tips:
Here is a quick way to create glows, though it might not be as realistic as decsribed in the previous tips.
Step 1
Open a new 200X100 RGB image with a black background.
Step 2
Change the foreground color to black (R=0, G=0, B=0 or #000000).
Step 3
Click on the text tool
and choose a thick font (I've used Arial Black in size 40). Place the text in the center of the image.

Step 4
Now choose a color for the glow. Make this as the foreground color. I chose red (R=255, G=0, B=0 or #FF0000).
Step 5
Click Image - Effects - Drop Shadow. Select Foreground color in the Color drop down list. Set Opacity to 100, Blur to 16 and the Horizontal and Vertical Offsets to 0. Click on "OK".
Step 6
Apply the drop shadow effect once again. Your image should resemble the one below.
